CEN e-Invoicing technical publications are made accessible through sponsoring of the European Commission
On Tuesday 18th December, 2018 CEN and the European Commission signed, on an exceptional basis, a Licence Agreement for the sponsored access to two CEN technical publications on e-Invoicing, namely the European Standard EN 16931-1:2017«Electronic invoicing - Part 1: Semantic data model of the core elements of an electronic invoice» and Technical Specification TS 16931-2:2017“Electronic invoicing - Part 2: List of syntaxes that comply with EN 16931-1».
With this exceptional Licence Agreement, and in order to satisfy the identified needs of the stakeholders involved, CEN and the European Commission have agreed on a pre-payment solution to provide public access to the two publications in the European countries covered by the CEN membership. Therefore, users, stakeholders and other implementers will be able to access the two specific deliverables through the CEN member National Standardization Bodies.

Both technical publications have been developed by CEN Technical Committee CEN/TC 434 ‘Electronic e-Invoicing’.
The two deliverables enable cross-border, cross sector and domestic trade in Europe by ensuring interoperability for the electronic invoicing in public procurement.
Additionally, they support the implementation of the Directive 2014/55/EU on “Electronic Invoicing in public procurement” by offering guidance to the users at national level with regard to the essential elements that an electronic invoice shall consider for the purpose of compliance with the relevant legal provisions. Hence, the use of the two CEN publications can offer presumption of conformity with some of the legal requirements of the Directive.
